HIGH TECHNOLOGIES IN PUBLIC HEALTH INVESTIGATION

High information technologies (PC and telecommunication) improved the information flow to monitoring, allowed to escape generalization and to present personified information. We devel-oped a system of personified registration of mortality among the population of the Altai region. It was necessary to create the methods to analyze these data and this has become the topic for this in-vestigation. In the process of development of these methods we took into account its importance for the analysis of the personified data in the practices of healthcare management as well as the neces-sity to use it in the educational process in the departments of public health and healthcare. In this regard one of the most important characteristics of the developed methods were demonstrativeness and availability. An important role was played by the choice of the corresponding specialized soft-ware. During onetime continuous statistical investigations it was stated that additional specialists involved in the analysis (except the researcher himself) made the process bulky and resource-intensive. That is why table programs were considered to be optimal for the researchers with achieved knowledge of PC functions. The most popular program included into the standard Micro-soft Office work package is MS Excel.

Personified registration of the health indexes is a continuous current statistical observation with its peculiarities. The information technologies allow to use generally accepted methodological bases of medical statistics in this investigation. The essence of the developed technology is in the connection of methodological bases of statistical observation and systems of database management. In the part of the data analysis we suggested to fulfill a scientific analysis (the fourth stage of the statistical investigation) by means of methodical cut-off of the systematized groups which, if con-sidering the derived values, were not statistically significant and which took part in the formation of the event by chance, not because of some trend. Thus we determine the necessary risk group. The determination of the risk group or the most prevalent characteristics of the observed object are the ultimate objective of the statistical observation in public health investigations.

With the use of the developed technology of the database analysis of the personified registra-tion, over 30 000 death certificates have been analyzed according to the external causes with the de-termination of the characteristics of the risk groups for the following causes of death: suicides, in-toxications (including alcoholic), murders, transport accidents. The analytical materials have been developed on the results and were presented to the administration of the territory. This project with-out large financial support can be fulfilled in territories with low population density.
