THE REPUBLIC OF SAKHA (YAKUTIA): SOCIAL - LABOUR ASPECTS OF THE WORKING POPULATION SAFETY AND HEALTH PROVISION

Society development is accompanied with appearance of more and more complex essentially interconnected processes and systems in political, economic, social, ecological, scientific, technical and other spheres of activity. Such systems stable functioning and development maintenance expects system decisions of more difficult problems of ensuring the safety of the state existence, society and a person in numerous aspects of their display, including a sphere of labour activity safety and the working population health preservation.

In new conditions of the political and the state system and the economy of Russia the gravity centre of activity on problems of complex safety moves to regions which should carry out this activity according to the regional social and economic conditions. The long-term researches having been done by Institute of Labour Social Problems of the Academy of Sciences of The Republic of Sakha (Yakutia) from positions of system approach with application of analytical and experimental methods, and also the methods of statistical processing of results, allow to present following the most important tendencies, estimations and results:

1. Despite of essential enough (more than three times) decrease for last 10 years of total victims at manufacture both in absolute, and in relative parameters, situation in the sphere of working conditions and safety in the Republic cannot be characterized as stable with steady tendencies of improvement: growth of accidents with fatal outcome frequency (up to 66.7 %), factor of weight of a traumatism (on 26-50 %) and factor occupational diseases frequency (in 2.0-2.9 times) is observed. Rates of traumatism parameters change have the expressed cyclic character and are interconnected to the regional economic dynamics indicators (gross regional production, industrial production volume index, etc.)

2. The comparative estimation of industrial traumatism level, professional sick rate and working conditions in The Republic of Sakha (Yakutia), The Russian Federation and in a number of foreign countries using average values of the standard parameters allows to speak about the presence of regional features of formation of higher levels of labour activity dangers and risks in the Republic (excess on various parameters make from 40 % up to 2.4-13.3 times).

3. Mining branches of the economy of the Republic are characterized by high concentration and cost of manpower forming essentially higher "price" of a professional risk in comparison with other branches. The mining gives depending on consequences gravity from 75.7 up to 92.5 % of accidents in industry and more than 70 % of cases of first time revealed occupational diseases (vibrating illness, pathology of the musculoskeletal system and professional pathology of organs of breath).

4. One of most important aspects of a level of safety increase and health preservation problem solving is formation of scientifically proved social policy and use of economic mechanisms and levers of management with taking into account the results of analysis of economic damages and losses in connection with accidents and occupational diseases:

- the economic damage with aggregate number of insurance payments addressees in the Republic is estimated in the sum about 900 million rubles per year that made in 2000 almost 25 % of expenditure on public health services and social policy. Every accident with a fatal outcome is minimally equivalent to loss about 5,4 million rubles if to look from estimation of a statistical life cost in the Republic which in 2002 exceeded a similar average value for The Russian Federation more than four times;

- the cumulative annual economic damage in the basic budgetforming branch "nonferrous metallurgy" is estimated as 1714.0 million rubles that made in 2003 2.3 % from the cost of the branch production and is commensurable with industrial production volume growth rates (2.4 %).
