The northern-easten administrative regions of the Russian Federation, situated in the zone next to the Pole, contain a number of autonomous areas (Yamalo-Nenetsky, Khanty-Mansiisky, Taimyrsky, Evenkiisky, Koryaksky, Chukotsky), republic SAKHA and also Norilsk. For 1959-2005 the number of population, living in this area, has increased in 3,7 times (from 0,9 to 3,3 ml. persons).
However, last 15 years in these regions, flux of population has stopped and the processes of reproduction didn’t ensure the simple level of substitute of generations. The indices of vital potential of population in all the examined territories are evidence of the loss of population from 3,0-7,7 to 23,2-41,9 % (autonomous areas). This is stipulated by low levels of the birth rate (10,0-13,0%) and insufficient medium duration of coming life (53,3-60,8 years). The exceptions are Norilsk and quickly developing cities of autonomous areas, where the medium duration of life is 66,7-69,9 years.
The main losses of the working potential are stipulated by the heightened death rate of the able-bodied population. In Koryaksky, Chukotsky and Evenkiisky autonomous areas there are very high levels of death rate (in 100 thousand of the population of able to work age) are stipulated by traumatism (436,5-649,0), illnesses of blood circulation (309,1-426,5), organs of breathing (68,9-77,1), digestive organs (61,9-98,9), tuberculosis (79,6-142,2), malignant neoplasms (97,3-100,3) that exceed in 1,5-5,5 times the analogous losses in other north territories and in the Russian Federation in general.
Such illness like the alcoholism is widespread and its level is in 1,4-3,0 times higher than on the average in the Russian Federation. In Taimyrsky, Evenkiisky, Koryaksky and Chukotsky autonomous areas there is in 2,6-6,5 times more persons with symptoms of mental retardation (to 1,2-2,9% of all population). In these territories syphilis and gonorrhea are also very widespread (in 1,8-3,2 times more, than on the average in the Russian Federation).
The established situation demands the appropriate development of prophylactic and rehabilitation aid to the inhabitants of the north regions, especially, to persons, living in traditionally formed national areas.
