After thirty-year national program of earthquake prediction aiming for precursor research, new five-year program has been proposed for simulation-based earthquake prediction by . During the first 5-year term of the program, a conceptual model for interplate earthquake are established, which is used as a working hypothesis in the 2nd 5-year program. Active monitoring for the state of coupling or stress will be used for the parameter tuning, provided their mechanisms are properly described.
