Technology of Internet TV for Science and Education

The multimedia applications such as music broadcast, videoconferencing, IPTV could be distinguished among the services of new generation network for Science and Education. They become more and more popular and occupy a significant part in traffic structure. At the same time the area of multimedia applications does not have rigid standards and business models yet.

From April 2006 Internet TV Ltd. runs internet broadcasting of an university channel on the base of Samara regional network for Science and Education that interconnects state and private higher education establishments, institutes of Russian Academy of Science, government bodies, the biggest libraries, medical clinics and cultural organizations.

Earlier in 2004-2005 our research team in collaboration with investigators from Ohio State University and Ireland network for Science and Education (HEANet) constructed an analytical model of VVoIP application that allows estimating quality of audiovisual connection based on parameters of network connection.

A complete (soft and hard) solution called VIDICOR has been chosen as the technological platform. It was created by Russian scientists from the Laboratory of multimedia technology of Institute of Mechanics and Mathematics of Ural Branch of RAS. A comparison between VIDICOR and solutions of world leaders Polycom, Tandberg, Real Networks, Microsoft shows that it is several times cheaper and gives the excellent quality of audiovisual sequence. This solution includes the audiovisual stream server with MPEG-4 coding, the original viewer, videoconference system, video on demand subsystem as well as proxy servers for multicasting translation. Therefore this high technology solution includes all components for installation of Internet TV project and our team supplements with the experience in network construction and support.

In order to organize Internet telecasting it is not enough to put video picture inside web page. This would be a usual information service but Internet TV is supposed to construct multicasting transmission. Streaming is a client/server technology that allows to live or pre-recorded data to be broadcast in real time, opening up the network for traditional multimedia applications such as news, education, training, entertainment, advertising, and a host of other uses. IP Multicast refers to a networking technique in which one computer sends a single copy of data over the network and many computers receive that data.

Installation of retransmission systems containing proxy servers is one of the main tasks for Internet TV system. We have already run the core of such system (www.ip4tv.ru); devise methods of video signal managing and of search of stream parameters. Our system will be expanded. We expect a proxy server to be installed in Moscow, in RELARN-IP network on this autumn.

From the beginning of the project we try to develop all aspects of television including producing of TV programs as well as their translation. But full television production is very expensive business therefore we decide to develop university television on the base of Samara regional network for Science and Education.

The program politic of the new TV channel is oriented on students, researchers and professors. These are the best lessons, seminars and conferences, thesis defense and etc. There is a place for entertaining program: student concerts, competitions. It is supposed to experiment with interactive TV and contact with audience vie mobile phones and web cameras.
