The research work “Estimation of Environmental Impact of Construction of Kyzyl-Tashtyg Mining-and-Enrichment Complex”, on the base of agreement with Lunsin Industry Co., Limited, on the first stage had as objectives the revelation of background characteristics of the present-day conditions of nature in the area of the plant construction. The second stage comprised the estimation of impact of construction, working, and liquidation processes, development of a program of ecological monitoring and control on all stages of the planned activity, estimation of the importance of residual impact on the environments and its consequences. In the course of these works GIS technologies were used.

GIS have permitted to solve some problems, namely: tie of data, spatial and analytical processing of data, and creation of cartographic materials. A number of GIS projects have been created; they are united by one cartographic base of the large scale, which includes typical set of layers: rivers, lakes, relief, elevation marks, and vegetative cover. More than 40 electron maps have been made. They give quantitative and qualitative characteristics for ecological state of the natural environment on different stages of activity of the mining-and-enrichment complex. GIS projects were created using ArcView, MapInfo.

Points of observation have been fixed, and testing in field conditions have been carried out via GPS. The use of GIS has been proved as the best way for transportation of measuring results into electron maps. Possibilities of interpolation of Spatial Analyst modulus have been used for compilation of maps of vegetative cover and radiation background study results.

The project of the construction of Kyzyl-Tashtyg mining-and-enrichment complex is the first important project which has significant consequences on the territory of the ecologically safest region of Russia. The continual ecological monitoring is provided for estimation of total contamination (natural and technogenic) and ecological protection of the watershed territory of the upper reaches of the Bolshoi Enisei river basin. The obtained background characteristics and created geoinformational environment can be used for ecological control and monitoring of the planned activity.
