Application of geoinformation technologies in control problems

Introduction of contemporary geoinformation technologies and development of geoinformation systems (GIS) on their basis is one of the key directions in elaboration of systems intended for management of territories. This is conditioned, first of all, by adequacy of the GIS software to the character of problems solved for the needs of a definite territory, by the possibility of application of problem-oriented and spatially distributed data (SDD), the digital model of the territory for the purpose of decision making, their fixation, as well as for mapping the consequences. A universal digital model of the territory, which a system-forming factor, allows one to conduct generalization and forming a complex of SDD, construct and execute selection between alternative variants of management decisions. Side by side with development of contemporary GIS-servers, the team of the Institute for System Dynamic and Control Theory (Siberian Branch of RAS) has developed a software tool, which is based on a unique technology of processing meta-descriptions and on user-server technologies and which is intended for automation of the process of integration of GIS functional capabilities into existing computer-aided workbenches. As a result of such integration, publication of cartographic information (geo-data) from the DB is ensured in accordance with the conception of internet/intranet systems. No possibility of its modification at the user level is possible. As far as management of regional development with the aid of geoinformation technologies is concerned, the emphasis has been made on the time-optimal forecasting and comparative analysis of socio-ecological-economic state of affairs, assessment of the infrastructure and the resource potential of territories, elaboration of the technology intended for elevating the efficiency of the basis branches such as industry and agriculture. A geoinformation resource of complex municipal information system, which is intended to support the decision making process related to management of, say, public utilities, architecture and civil engineering, has been designed. In the process of implementation of the GIS projects we employed the topological basis of scales 1:1000000, 1:200000, 1:2000 and 1:500 in municipal projects [1-3]. References 1.
