Ecological and economic estimation of siberian timber industry complex development in conditions of global changes of the environment

The analysis of a degree development of researches shows, that problems of ecologico-economic estimation of timber industry complex development in conditions of intensive industrial development, despite of the big attention to the given problem and many questions raised, till now are investigated insufficiently.The review of modern researches reveals significant divergences between offered various authors of estimation of development of territories in conditions of global changes of an environment and anthropogenous influence on their natural resource potential. Thus, development of the approach for a ecologico-economic estimation of timber industry complex development of territory in conditions of intensive industrial development is actual. Forests of the Central Siberia bring the essential contribution against global warming, consume carbon dioxide from an atmosphere and deposit it for long time in structure of fitomass wood plants. On the other hand, forests of Siberia, annually throw out millions tons of carbon dioxide in an atmosphere owing to numerous and intensive forest fires. Besides returning of the deposited carbon in an atmosphere is promoted also by flashes of mass duplication of wood insects. At last, cabins of the Siberian forest and industrial use of wood also is fraught with fast returning of the deposited carbon in an atmosphere. The specified problem is connected with ratification of Kyoto Protocol by Russia, obliged the countries-participants to observe arrangements on anthropogenous emissions of greenhouse gases, and, hence, requires in economic estimations of possible effect from acceptance of the international arrangements under condition of creation optimum institutional environment. The purpose of research is development of ecologico-economic estimation technique of timber industry complex development in conditions of intensive industrial development. For achievement of an object in view the decision of the problems connected with the analysis of a modern condition of forest resources of Krasnoyarsk region is supposed: with revealing factors of anthropogenous and climatic influence on a condition of Central Siberia territory forest industry; with ecologico-economic forecasting development; with an estimation of process of deposition of carbon by forests stands. At the analysis of the problem authors offer the approach considering nonlinear effects, based on the analysis of phase portraits and application of the theory of catastrophes.
