The reconstruction method is proposed for hydrostatic stress tensor in the Earth's crust. The method takes into account the gravity, Earth rotation and external forces. It is found the correction to stationary stress tensor arousing because of given Chandler rotation axis shift. In the frameworks of homogenious crust model the free energy half-year variation and its latitude dependence are calculated. The first of them has the order of 10 in 26 degree erg, the second has characteristic maximum for middle latidudes.
