The restoration of oil floating-up pattern is presented, based on the implication of reverse problem solution to surface measurement data. The problem formulated in terms of semi-empirical turbulent diffusion is solved numerically and analitically. the parameters to be evaluated are the oil concentration in floating-up parcels and their emersion rate. As additional parameters, temporal and spatial distribution of oil parcels sourses could be used as well as the local sea water characteristics.

Some methods of the reverse problem solution are discussed. To increase the stability we used the procedure of gradual analysis and the planning concepts. On the basis of experimental data the locally-optimal planning was numerically simulated for the oil spill in Black Sea.
