Occupational health

Development of oil-and-gas complex of Siberia is a priority direction of economic development of Russia. Gas stocks in Irkutsk Region prospected have assessed as 2.17 billions m3, oil – 327 million tons. In the next year, the development of the biggest gas and oil deposits far from the regions with working power in plenty and the main lines is supported.

Realization adventurous strategy of personnel politics without scientific estimation health as the components of quality of native’s working potential (WP) and factors of its development cannot lead to steady development of region. The adaptation of temporary workers from central regions to unfavorable social, climatic, toil factors is difficult. It can lead to appearance of psychosomatic diseases and decrease capacity for work.

Realization of active strategy with attraction WP of natives connects with expenses for its conversion training and development of a social infrastructure. At the region of exploitation gas deposits 50% able-bodied population have no work. Only 19% of them are registered as unemployed. They have no occupation (11%) and full secondary education (40%). Trades, which could be demanded at deposit, make only 10% in structure of trades of unemployed. Third of natives shows the moderate level of a social dissatisfaction. Social-psychological rehabilitation is necessary for a lot of them. Material welfare arrived persons will aggravate social frustration those natives who have disappointed during economic reforms, gave up hope to find work.

Social problems are aggravated with adverse medical-demographic processes. Since 1995, steady decline in population is noted in northern areas. Therefore, the estimation of health in adult and teenagers as potential workers is important. A low level of general morbidity among the natives is noted. But relative risk levels of some diseases among adults (skin (RR=2,3), the support-motor apparatus (RR=1,9), systems of blood circulation (RR=1,8)) and teenagers (nervous system, sense organs (RR=2,9) and urinogenital system (RR=1,6)) were higher then in Irkutsk Region. The estimation of risks of major pathological syndromes (RMPS) has shown a low share of practically healthy persons among the adult and teenage (27,5 and 44,4%). In adults, the most frequent were risks of neurological infringements, arterial hypertensia and cardial ischemia, in teenagers - risks disorders of the gastro-intestinal systems, boundary mental frustration, and neurological infringements.

For development of resources of Siberia and the North realization of the program of social and economic region’s development are necessary. It must include development of a labor market, maintenance of employment of natives and formation of qualitative WP, corporate management of health.
